But Japanese people are dark haired by default, right? So for Japanese characters (virtually all the examples) where the character's hair isn't dyed, this is just "short and wimpy"? And since most wimps are short, isn't this then just "wimp"?
There's some talk about how this can deconstruct the hero role, but the description currently allows all characters that a) end up being heroes, or b) don't end up being heroes, so heroics are not relevant.

Well, they're not unrelated characteristics, but I don't really think they make up a trope together. It's a combination of other tropes.
Short is a shortcut for weak, unless it's a Tiny Tyrannical Tsundere (which really is a subversion of it). It's one of those tropes more or less as omnipresent as Action Man (not the toy), and has about as much basis in reality.
Brown hair generally means unassuming (or down to earth), which while not necessarily weak, tends to not mean someone strong. They wouldn't have spiky hair or some other hairstyle that stands out either, as that undermines the meaning of the colour.
