I remember Mortimer from the House of Mouse, where he strangely sounded like John Lovitz for some God forsaken reason.

It's not Ogre, It's Never Ogre.That was Mortimer's comeback. He did appear in the golden age Mickey shorts, but only in one cartoon(which at the time was completely wasted since it would have been nice to see him pop up now and then to mess around with Mickey). House of Mouse gave me my wish on not only making Mortimer one of mickey's rivals, but someone to mess around with for laughs.

Since A Goofy Movie is my favorite movie, I thought the beginning was verrry familiar... but I had to laugh at the irony of Goofy being interested in the RV this time around while another character insisted on roughing it the old-fashioned way.
