I don't follow...they're encountering lots of rats but they're not getting their tails as a drop; the implication of randomness seems clear enough.
The joke is that they're not supposed to kill rats for rat tails at all, they're supposed to go through a painstaking sidequest in the Citadel of Trials to find a rat tail in a treasure chest at the end. Playing off the running gag in Final Fantasy. Right?
Plus: Random Drop isn't about being rare. It covers common drops too. The image depicts a common drop that should be rare but isn't, which makes the trope look like it's about something much more specific than it's actually about and confuses things with Commonplace Rare, Organ Drops, and Rare Random Drop.
