Why in the world would they ever fight? Even the usual sorts of trickery villains use to get superheroes to fight each other wouldn't work in this case, because Steven (U.) always, always tries to talk people down first...and second...and third. Even if pushed to fight, he keeps trying to defuse the situation with his words. And Steve (R.) is a Reasonable Authority Figure who is not going to start wailing on a kid who doesn't want to fight.
If anything, Cap would give Steven shield throwing tips and would probably appreciate Steven's willingness to fight for what's right even as he dislikes violence.

I'd at least want for Steven to fuse in front of Steven just because I think it would be funny for MCU Steven to react to two kids becoming one bigger kid.
