Some people in my family are very unhealthy animal hoarders, currently having over two dozen dogs. Used to be nearly forty, until a diseased rodent got into the house and seventeen died. That's another thing; they knowingly have mice living in the house and do nothing to stop them (well, I think they might use those pussy ass live catch traps that aren't worth shit). I hear them moving around in the walls, and there's feces left on stuff. They see no problem with this. She's one of those crazy people who think the whole world is the ones that are bad, not her. Logic and reason will not work.

The house is disgusting, but not quite extreme. The dead animals are disposed of, and none of the animals are starving (they are quite well fed actually). They are not getting adequate excercise though (most are kept in cages and get like about hours of freedom a day to use the bathroom).

There has to be laws against this kind of behavior, and I've given them enough chances to reform, they clearly have no intentions of doing so. Time to report them. Does anybody know who I should contact? Who would be the most efficient? Health department, police, ASPCA? Also, would they allow me to remain anonymous? I would prefer not to let them know I'm doing this, but at this point that is an acceptable side effect. Do I need evidence? I know they've lied to their landlords to be able to rent the house, so I know they will lie if their backs are against the wall.

I could have them evicted with one easy phone call to the landlord. But I don't know the landlord offhand, and it wouldn't really solve anything (they would simply move, and probably demand that I help them; financial and physical strain on everybody, problem not solved, just moved). I need this problem solved once and for all.

You usually want to report the cause of a problem, and not the effects. So if it were just rats, yeah, health department.

But since it's not, I would call either the animal department or ASPCA, depending on which you trust more.

I believe they'll let you remain anonymous, and I don't believe evidence is required, but it won't hurt.

Animal Control would be your best bet. ASPCA probably won't or can't do anything until Animal Control is involved. They have no legal authority to intervene.

But seriously, though, Animal Control, and maybe suggest that they get help...that's a serious psychological issue, possibly OCD (the actual disorder, not what teenage girls claim people have when they obsess over something for a moment).

Also, I don't think anyone can stop them from having mice in the walls. They're not "keeping" them, after all, and unless they're bringing up children or it's a hazard to the caged animals, I actually don't think it's illegal. Sure, it's a real bother (and so's getting them out of the walls, really), but it's not against the law to not react to vermin.

However, it's inhumane to keep a large number of dogs and let vermin kill a large number of them.
