This trope is pretty much the entire purpose for that meme.
I do not think it looks too meme-y. It looks like it illustrates the trope to me.
I think they're arguing whether or not the picture would still look like a meme if the Gaijin Yonkoma meme wasn't actually a thing. Which... isn't really relevant, since it is, and therefore this image doesn't qualify per strict no-meme rule. (I think?)

Moon◊I think it's more that the meme was designed to illustrate the And The Fandom Rejoiced concept, and became a meme because it did that so well. 'We would use it if it weren't a meme' has that in mind. So it's more that this is more a special case where 'absolutely no memes' may be more harmful than beneficial.

I'm honestly not even that attached to the picture; I'm not just not a fan of the idea that something being memetic disqualifies it even when it's an apt illustration. I'm all for "no shoehorning memes onto pages", but I don't think an image that happens to be memetic should be axed for that reason if it illustrates the trope to someone with know knowledge of the meme.
2. I'd argue that the picture doesn't really look meme-y on it's own. The "reaction guys" meme isn't that image itself, it's the specific 4-panel comic format. Taking it out of the meme context it's just a picture of four guys looking excited about something.

I am pretty sure we have axed memes even when they did illustrate the thing - see Fridge Brilliance, the old image did work well but was still replaced as a meme.

But yeah, it's really not a big deal. In all honesty, the reaction guys image is personally "meh" for me anyway.

I just don't think the fact that it's a meme is so terrible it must be immediately purged without replacement.

Again, I think this is more of a special case due to the interconnection of its illustrativeness and its... memeticism (?). Perhaps that still deserves a policy thread, though?
At any rate, this is still all moot if anyone finds an image that illustrates it better.
