I've been stuck on trying to make a foolproof, sensible Evil Plan for a while, so I thought I'd post what I have so far (with no character names) and see if it's good. Comments appreciated.
This is basically (a segment of) the plot from the villain's perspective:
A Corrupt Corporate Executive decides to use a local mob as the middleman to deliver cargo to and from an Evil Genius, giving him machine parts to arm his own army in a far away place, in exchange for advanced technology for his company
The mob uses the chance to buy arms off the Evil Genius, not knowing that the CEO's company secretly records this activity
A police chief comes to meet the CEO, telling him that one of the mob gang members shipping cargo is an undercover cop
The police guy says he is willing to sell out his own man and cover up the company’s involvement in exchange for the company releasing the evidence of arms trafficking and taking down the mob. The police chief's motive is that he has had two previous undercover operations that have failed, and his most recent man inside last said that his cover is at risk, but also that the company is involved. The chief decides to get something out of the operation one way or another
The police chief says the men shipping the cargo must all be eliminated at once to avoid suspicion of a mole in the police
The CEO asks the Evil Genius to loosen his defenses on one of his bases so that the local military can take over it, as he can afford the loss, leaving behind enough information to get the Heroes involved
When the Heroes storm a second base with the gang members, the latter are shot to death by the local militia to avoid information leak
The CEO decides to cut all ties with the mob and use foreign mercenaries to ship one last bit of cargo
The CEO waits until the heroes come to the city he lives in in order to get evidence from the mob boss which can reveal his company’s complicity. The moment it is produced in front of the heroes, the mercenaries, dressed and tattooed as a rival mob, come and steal it while killing the mob boss, while sparking a gang war
The police chief plans on crediting the evidence of arms trafficking to his now dead mole, which will result in the police charging the mobsters with arms trafficking as well as the inevitable violence resulting from the gang war
