No. First, it's not clear she's speaking English since there are two sets of text. Second, it's not actually an example since she's speaking about the English language, so it's not a gratuitous use. Third, the page has subpages for some categories, so we shouldn't pick an image from any of those.

The one for the Anime subpage would count as Just A Face And A Caption, as the "Gratitious English" isn't apparant since the pic contains some translated text, thus is difficult to tell if it's an example if you haven't read the origional Japanese.
And that's about the only subpage that contains a pic. :P

Actually, I find that one to be clear. Since it's on the Anime & Manga subpage, you can assume that the original language is Japanese, so it's translated. On the other hand, the text "LOVE & PIEcE" looks like an untranslated part of the orginal frame, and thus the trope. If anything, I think that one can be cut to only the lower half, and it'd still be good as a page image. For the record, I'm just guessing based on what I see, as I'm not at all familiar with the source.

Check out my fanfiction!I haven't read the manga but I've seen the episode where this happens, and yes, a Japanese-speaking character among a Japanese-speaking cast writes in the snow in English (and misspells a word, which is also a common characteristic of Gratuitous English).
But even if I wasn't familiar with Hidamari, I think Duck's explanation of why the pic works would seem quite reasonable to me, and not too big a leap to make on my own.
Also, even if the image on the Anime subpage was a bad one, we should still pick a page image for the main from a medium that doesn't have its own subpage.

please don't capitalize my handle. I just don't like it.I think I can use this thread for the subpages to, so I think this can be used for the GratuitousEnglish.Video Games page. There are many other with the same idea, but this was one of the better ones in quality. It's a little artifacted, but not badly. If someone could find a clean version it'd be great.

What happens if the work is released in English internationally as well as in Japan but kept the gratitious English?
There's going to be people who think it's badly translated English (especially if they don't research the original untranslated version).
I think the Anime example would work better if the speech bubble's in Japanese, since there's going to be people who wouldn't know if the "gratitious english" part applies to what she writes in the snow since the speech bubbles are translated (they could assume that the misspelling was a mistake apon the character itself).

They're both on a site of that apparantly belongs to the main fan translator of Mother 3, who I think is named Tomato.
The former tries to list what changed in the localisation of Legend of Zelda, while the other one Super Mario Brothers.
Personally, I like the magazine suggestion ("The one on the left").

How do we know that the person wearing the top is not using English as the main language?
There should be a clue that the speaker speaks some other language, like a Asian person wearing the top or Japanese text being all around it and the English is, um, "Gratuitous".
It can be other cultures as well.

I was under the impression that correctness didn't really matter, unless it's so jarringly good that you can't tell it's not from the Anglosphere, it's just the fact that it's... well... gratuitous.
I personally like the One Piece one.
I like all of them, really, but if I had to choose, it would be the one with the magazine and "Turkey Ranger" chips.
