Hmmm... I'd say Looney Tunes. It's gotten to the point where most of the "memes" have become ingrained parts of pop-culture. "Sufferin' suckatash", "I tawt I saw a putty tat!", "What's up, doc?", Elmer Fudd speak, Pepe Le Pew's way of running, Gravity Is a Harsh Mistress, goddamn anything from Roadrunner and Coyote cartoons, and any clip of Michigan J. Frog are incredibly recognizable memes that are referenced all the time in other works.

Everything is Possible. But some things are more Probable than others. JEBAGEDDON 2016I'm kinda surprised Arthur hasn't received an honorable mention yet. The show's been running for nearly 16 years now and the original books it was based on first hit the scene around 20 years before the show began. Very highly pervasive and influential, but I suppose nevertheless easy to overlook.
It also holds the distinction of being the second longest-running animated series in the U.S. behind only The Simpsons.

I can't say I've ever heard of an Arthur meme.
The pages for the show here indicate that they do exist, though admittedly I'm not too familiar with them either. But then again, I don't usually pay all that much attention to memes in general. And isn't that one of the things about memes? Sometimes they might be so subtle that you don't realize where it originated from.

You'd only be familiar with an Arthur meme if you're into Youtube Poop; that one clip from Arthur's Big Hit was used a lot back in the day. The show as a whole is a bout as memetic as Caillou, which is to say, not.
OK, the final results ARE: The Simpsons come in first place with a whopping 8 votes, with My Little Pony: Friendship is Magic following close behind in second place with 7 votes. third goes to Sponge Bob Square Pants with 6 votes, and an honorable mention goes to Looney Toons in fourth place with 4 votes. Fifth is a tie between Street Fighter cartoon and Futurama with 2 votes, and AOSTH, Dover Boys, Avatar: The Last Airbender, Invader Zim, The Boondocks, Ed, Edd n Eddy, The Tick, South Park, SMBSS, Twinkle The Marvel Horse, 60's Spiderman cartoon and Adventure Time are all tied for last, but at least they got a vote!

There's probably some confusion on how "most memetic" is being measured. Is it sheer volume of memes? Most memes in the shortest amount of time? Amount of memes per minute of screen time? Friendship is Magic is all of two years old at this point, so it could probably come out on top if you go by X memes in Y amount of time, but it should be obvious that Loony Toons and The Simpsons have integrated themselves into pop culture completely over their incredibly long runs.
On /co/ and /v/ I usually see: Spongegbob ,Futurama ,The Simpsons ,Korra ,and 60's Spiderman.
Never tell your problems to anyone...20% don't care and the other 80% are glad you have them.Most adults in the United States are familiar with Looney Toons and Simpsons jokes, or at least would understand the joke as a reference to a cartoon of some kind. All these newer shows are basically only familiar to their own niche fanbases, unless they see a news article about Bronies or something or the fake controversy about Spongebob being gay a few years ago (but they still wouldn't recognize a joke from the show). Scooby Doo would probably beat them all put together.
The problem is the newer media age has really factionalized what people watch. Even if MLP or Spongebob go another 10 years it's still going to be really restricted in its outreach.

The episode which got the highest viewing figures was in the second season. It created memes that reached almost the entire population, not just some forum with a bad reputation.

I'd probably put my money on Adventure Time. It's one of the few shows out there that managed to get more than 5 memetic lines/catchphrases within the first episode.
