It seems to be a show with female leads based on their sex appeal to a male audience.

Which is not tropeworthy. Some examples don't even seem to be about that, they just mention breasts bouncing. One of the examples is Charlie's Angels and two others are parodies of that film.
We already have Fanservice and Sex Sells.
Instead, I have learned a horrible truth of existence...some stories have no meaning.

A show where a lot of women have exposed or otherwise conspicuous boobs is what I feel this is supposed to be.

It seems to be a show that exists for no other reason than to show off the assets of a regular female cast. This gets into subjective territory pretty easily, though.
Perfectly vallid, well explained trope about a type of TV show. Let's let up on the witch hunt, okay?
