I thought Zod was more of a gadget character, though granted I've yet to play his DLC.
But to compare, Superman only really has Zod who has the exact same capabilities and as him (since they went a totally different route with Wonder Woman) - most characters have a counterpart in some way (there's also Sinestro and GL, for instance), but it's usually limited to the one.
Tim Drake, on the other hand, has Batman, Batgirl and Nightwing who have all already explored that concept to an extent (and even arguably Deathstroke) - even if they do find a way to make him unique (like, say, emphasizing his use of the staff in a way that's distinct from Nightwing's), they're going to get criticism for treading the same ground again.
This is all for the sake of argument - I do agree that Tim Drake should be in this game - but it's a legitimate concern.

Nightwing focuses more on his Escrima sticks than the myriad of gadgets the Bat Family is known for. Batgirl is closer to Batman, but she has the gauntlet thing going on for her. I don't know why you bring up Deathstroke, since he's the antithesis of everything Batman stands for, what with the majority of his moveset being composed of guns.
And again, you're confusing similarity of ability with similarity of moves. Most gadget characters are going to be pretty similar. But there's ways to make them play very differently.
I just suggested a way that Tim could have vastly different moves, actually. But the similarity is still going to bring criticism - he uses the same tools as Batgirl and Nightwing (much moreso than Damien or Jason, because Tim tends to keep his arsenal fairly simple), which means not matter what they do he's still going to be in some ways another take on a template we've seen several times before.

It'll be the what, fourth character like that? Out of a proposed roster of 48? People will learn to deal.
<shrug> It's something that a game designer would probably think about, is all. This isn't just one of those "a character is superficially similar, so obviously they would be a clone" situations (though some people probably are going to try and say that), but there's only so many riffs you can do off of a similar theme before people notice and people were up in arms about there being too many Batman-esque characters in this game already.
As much as I love Tim and wish either he or Cassandra had gotten in during the last round of DLC, he does have a bit going against him.

And people complained about the DLC in general until Martian Manhunter and Zatanna came out.
Tim really isn't the one I was expecting pushback on, considering there's a character on there who doesn't even have a proper physical form.
EDIT: Although, interestingly, if you leave Ravager as a villain, the numbers are still equal. I hadn't realized that.

So it seems like almost everybody in the original Injustice got an arch-enemy/rival (Lantern/Sinestro, Supes/Zod/Luthor, Batman/Joker, Nightwing/Bane, Captain Marvel/Black Adam, Wonder Woman/Ares, Flash/Grundy). So what's the deal with Killer Frost? Is she a Green Arrow rogue? He doesn't seem to have a rival, nor does Aquaman. I hope the sequel gets the Dark Archer or Ra's al-Ghul for Green Arrow's rival.

- Regime Raven wasn't seen anywhere in the ending. She might still be plotting to resurrect daddy.
- Regime Superman was the only force that would be capable of beating Trigon into submission (he could have done so to Ares) without mercy, but he's arrested and heavily depowered and so are most heroes in the Regime verse. Basically a big chance for Regime Raven to release Trigon.
- Trigon usually contended against the Teen Titans, always touted that he's the equivalent of Satan... and we never see him fighting the Justice League. So... pit them together for once.
That and still hoping they'd fix some Demoted to Extra characters and make them shine in the sequel. Talking about you all, Mainstream Shazam, Nightwing, Raven and Hawkgirl.

The mobile version has barely any voice acting. The only actual word I think gets said is when Black Adam shouts "Shazam" in his super move. They'll probably just use the generic grunts.
It's much less expensive to make mobile characters than console characters, who require much better models and full movesets. Console support has been done for over a year now. The game is complete there.

As for the Ravager and Tim Drake concerns, we had Superman and Zod, who have literally the exact same powers, and they were pretty significantly different. Similarity in available tools doesn't have to translate to similarity in movesets.
