I don't think the length is a problem for it to be a Useful Notes page, and I agree that it not only reads like a UN, it strikes me as People Sit On Chairs. Related is the setting (where the act of switching shoes is prime fodder for placing a scene before school), using the cubbies as mailboxes, and stealing/defacing someone's shoes while they're in their cubby. All of those might be Tropable, but this doesn't read like any of that.

Yup - people sitting on chairs. It's possible for something significant to involve indoor shoes, but the the shoes themselves mean nothing to the work.
