The panel is not required to discuss an item. They can call for comments if it seems like they would be useful. The buck stops at the panel, though, if they decide it is porn/perv/pedo/prurient, then that's it.

They can start a thread on an article if they think it requires additional debate.

If the answer is elusive, never rule out ninjas!"There have been a lot of mistaken for X events around and really I do not like "it's done gone for good" without a chance to put forward an opinion, especially if its a hard to find work that P5 could not have found to watch or read, something that might be borderline, cultural standards etc etc. (and I would be very pissed if something I liked got cut and I could not state my opinion of it especially if it was completely uncalled for)
While P5 have the final say tropers should be able to put in their two cents... In a non-Flamewar way especially since its unproven and might seem very quick to jump the gun. (in addition to not trusted by everyone.)
Because that has already happened more than once.

Originally a shoujo-targeted Boys' Love Genre Light Novel series, but the novels are not available in English, so Western fans know it from the OV As, which are legally licensed in English. The main character is a high-school freshman (age not specified but Japanese freshman = probably about 15) who ends up in a relationship with his adoptive father, who is actually his uncle. There is some very tame on-screen sex. The execution is typical light-angst teen romance but the premise probably justifies a look. (Note that although some Western fans consider it shotacon because of the main character's young-looking design, it is not labelled or marketed as such in Japan.)
Graphic horror manga legally licensed in English, starring a depraved gang of junior-high boys (age not specified, junior high = approx 12-14). There are two brief but explicit sexual acts between the boys, and a brief view of a younger girl who has been assaulted with a pice of piping in a way I don't particularly want to describe, all played for shock value. (Also lots and lots of gory violence.)

Also, the P5 said they would open threads for debate if they are uncertain. If you don't trust them to act responsibly in this matter, it's going to be very difficult to have a productive discussion.
FYI, the initial list is not intended to reflect our intent to cut any of those articles; Eddie seeded it from the mature content flags. It should be possible to pass most of those without much in the way of debate.
