People aren't as awful as the internet makes them out to be.Well, there is still validity to discussing the rumor itself - why do people refuse to let go of the idea of Valve and/or Apple creating a home console? Why have we not seen EA or Samsung, or hell, even Google, rumored to be making their own console - its always and repeatedly these two. And why them working together? This is the corporate equivalent of Crack Pairing.
Well, part of it is simply that, for Valve to enter the console war, they would need a hardware partner. And since Apple focuses on hardware and digital distribution, there's at least some surface sense. Its just when you think about Apple's business practices and model that you'd realize "they'd go together like matter and anti-matter."
As for why people really want to believe this, its some kind of deep dissatisfaction with the current console selection. Probably from touchy types who categorize the consoles by "what things do I hate about it", and have decided that all the current makers are unacceptable. Thus, they hope for a new white knight to enter the console wars! . . . who, if it did, would quickly get condemned for some damn thing or other. Combine that with Steam fans who just want to see Valve's marketshare grow, and the odd PC fanboy who hopes that a Steam Box would let them convert the unwashed console heathens, and there you go.
Realistically, I don't see anyone else entering the console war unless one of the current contenders leaves.

In general, a digital distribution service in console-ish box form would easily have access to a large portion of the library, it just has to be capable of running a lot of the games, so the idea is tempting in that respect.

At best, thats like saying the Ps3 was worth every cent at launch because it had Ps2 compatability. This thing is gonna be a pre-built PC, and as such it will be more expensive compared to other devices that you could get the same effects from for less.
