No, that's a rumor and as far as I've been able to gather, no official source has confirmed it.
Even if it was a glitch, it's an unbelievably obvious and huge glitch that should've been patched out on day 1 at the absolute latest.
The game is not very long, and it's clearly intended for you to keep going after beating the story - playtesting should've revealed it immediately.

It is perfectly in line with a number of other dumb design choices that they made in an effort to give the game fake longevity. Like the MMO-like drop system.

EDIT: Figured it out. Create your page with your standard Wiki Word. Then, on the top bar with the buttons for "Edit Page", "Review", "History", and such, click "More". From there, click "Wiki Word" and enter how you'd like the name to be displayed.

Check out my book!It's not that shocking that it's a more convoluted and involved system when TV Tropes has been moving towards becoming a serious wiki for a very long time and we've long since reached the point where we don't even do funny trope titles anymore.

I'm still not fully over all of the changes to the layout. Thank god they included toggles so you can give the wiki some of its old personality back.

I said that someday we would look at the titles of the tropes and would not be able to distinguish them from Wikipedia, and look where we are now!

Your CAC's experience level affects everyone - everyone gains stats as your CAC levels, because the level of every character is tied to the level of your CAC.
