The latter could be a rule about what happens to people who violate the other rules, or all sorts of things. There's nothing in there to suggest that this is about the name of a rule. I think one (count it, one) extra word is worth the extra clarity.
eta: Named The Rule After Him is still the worst choice, though, IMO, as that could be any person who has had a rule named after them. There's nothing in there to suggest that breaking the rule was involved in naming it.
