We just... do. because we watch anime and stuff, I guess. :l it's not like I use it when I talk to someone who's actually Japanese, I'm sure I'd screw it up and offend them. But when it's just between friends, I don't take it seriously...

References aside, yeah, it's a culture thing. I would imagine many cases would be the person trying to feel special, or alternatively trying to fit in with others who also do as such.
Or maybe they're using it ironically. That can't be the majority of cases, though.

Or maybe they studied / lived in Japan for a while and they got used to it.
Or maybe they have an extremely rare verbal tic that just happens to be a Japanese honorific(s) and the tic just happens to be said after names.
