Ok, then it boils down to "How important is it that your wife and the kids be near other family?", "How important is it that you be able to go home every night to them?", and "Which one of those two questions is more important?"
One downside of Norfolk you didn't mention and may not have thought of: if you are used to PNW and desert, Norfolk in the summer may be freaking miserable for you — the heat and humidity will make it a sauna.

Well ... After two weeks of repeated e-mails sent, voice-mails left, and phone calls to a busy number, I have finally reached my detailer.
If I could reach to Tennessee from the Arabian Gulf, I would punch him in the balls.
Based on my post #23, I put in for the two Japan orders first, and the Lemoore orders third. After calling him, he didn't put in my order choices because, apparently, last month was my last month to choose, not this month. Of course, he didn't bother to fucking tell me that during any of our previous conversations. So, I'm getting the Lemoore orders solely because no one else volunteered for them*. Needless to say, my wife is kind of pissed right now.

Well, at least you're near family. Though I would have taken the overseas orders, family isn't a big deal to me.
It sounds like being around your family and allowing your wife to be near her family is fairly important to you. That puts shore duty in Lemoore at the top, followed by the two Japan postings (I'm assuming that they would leave your family in the states and you in bachelor quarters when you aren't at sea... You would be half the world away from them, but they would able to be near family and friends.) and Norfolk last.
