Naruto's main problem is that there is no middle ground. You love it or you hate it. As a result, it's both overrated and underrated at the same time. If people were more moderate about it, it probably wouldn't come across as either.
I believe that the manga is more liked, but there again, there are plenty of people who believe that "the manga is always better", and is a rather cliche phrase at this point, though it's probably justified in Naruto's case due to fillers and QUALITY animation. I'm surprised that TV Tropes has no article about anime vs their manga

Everything has a middle ground. Of course there are people who just don't care about it or think it's So Okay, It's Average.
But they are so quiet about it it's like they don't exist, for Internet discussion purposes.

Naruto is just the best Anime ever, because Popular = Good.

Also I lied... Fooly Cooly is just weird and stupid... and Cowboy Bebop is just plain boring.
Also Sasuke is the best anime character ever.

I guess it also depends on his age. It's perfectly normal for a 14 or 15 year old to like Dragon Ball and Naruto over Cowboy Bebop or, I dunno, Boogiepop Phantom.

I don't like Dragonball... in fact I don't like most anime at all.
I like Naruto, because I like the fights, the drama, the cheesiness, the plot, The Mask being hilarious and the characters. Sasuke's my favourite.
Terrible taste? Just because I don't like Cowboy Bebop, Gurren Lagann, Fooly Cooly etc.? I think the only animes I like are Naruto, Death Note and NGE...
Also I'm 18.

Locke The Superman
One of my all time favorite anime series. I was really lucky to have come across one of the VHS tapes when I was younger. 
The Locke series was my introduction to the ESPER genre of anime. It really is a shame that such an Epic and long running series isn't more famous and notable.

When was the last time you saw Bebop? The first time I watched it I liked it but wasn't totally enthralled by it. But I didn't watch Cowboy Bebop: The Movie until I was a bit older and it totally blew me away. And upon rewatch of the series, I've been much more impressed with what I've seen so far. (Rewatch is still in progress.)

Lol I just didnt like the action downgrade and well complete but poorer expies of Nagisa and Honoka and they dicked over Michiru and Kaoru. (I mean seriously waiting on becoming cures till the final episode yet Saki and Mai got two separate forms as Frills of Justice... seriously a big waste of interesting characters.)
Yes Pretty Cure 5 and Fresh Precure would get a lot more love if they were actually fully subbed.
