"Koi" has several different meanings based on how it's written, not just those two. Please think of the context instead of ever assuming one.
I think it was a goof. If not, well, it's an honest mistake.

I checked out the raws of the latest chapter and I have thought of a potential twist on the promise deal: According to the raws, Chitoge told the other girls she was going to make Raku promise to marry her. I think after that something happened and Chitoge couldn't make the promise herself and therefore Onodera made the promise in her place. So Onodera would be in a sense the promise girl, but she asked Raku to marry Chitoge instead of herself.

"You actually promised to marry Tsugumi, but yeah you were like four? We're not going to hold you to that."
Also, the ending of the Romeo and Juliet Arc implies that Kosaki has kissed Raku.
When did it imply that? I don't remember because I don't recall Onodera being Juliet. Been so long since I've read that arc.

Onodera was supposed to be the original Juliet, but the author decided 'nah, let's break her ankle', and made Chitoge the replacement for her Love Epiphany to happen. The most intimate moment Onodera and Raku got was rehearsing their lines at the rooftop at the end. As far as I remember, there was no implication at all (or maybe I was dense?).

There is no way they kissed. just look at the way they act with each other and the lack of progress either had made with confessing.
They're not going to outright kiss and both pretend it was just part of the play. Nobody does shit like that.
Not to mention how closely they follow the Formula.

It makes sense in the heads of tweens; kissing is icky, so if you put it off until the big moment, you only have to go through it once.
I don't think most tweens think of kissing as icky anymore, but maybe in Japan.
It depends on the culture, I guess. In conservative/religious countries, romantically kissing someone you're not in a relationship with is frowned upon, and parents discourage having a relationship before getting into college.

Not exactly. Chitoge said they should all make a promise, and yet Marika clearly denies she made a promise with Raku. Clearly, things did not go as planned at the end of the Summer of Promises.
Well then, the raws are out and the whole deal is made clear. Chitoge pulled an I Want My Beloved to Be Happy and let Onodera be the promise girl instead of her. Still think it's a crappy twist, although it could make Raku still choosing Chitoge more meaningful as long as the author doesn't decide to make Onodera endgame or go the threesome route.
People are pretty mad about this chapter. Honestly I was more disappointed on the fact that it was actually kinda lame. I was expecting the past would give us a better impact I guess.
Raku's memories were wrong, the girl he remembered had long light colored hair and a different dress. Must be a reason for that. I feel like there's more to this then we just saw.
