2012 will be a battle of machismo between this and Django Unchained. Django Unchained's cast? Jamie Foxx, Leonardo Dicaprio, Christoph Waltz, Samuel L Jackson, Kurt Russell and Don Johnson. And it's still being cast.

I suppose now that the former is no longer governor, he doesn't have to worry about the Lt Gov (who was, IIRC, in disagreement with many of Arnie's policies) taking over if he's out of the state for too long.

I've got two guns pointed west and a broken compass.He couldn't be featured in the official posters for the first film and only had a cameo because he was governor, there are rules against starring in Hollywood films when in office. The poster may be hyping up his involvement, but even then he could very easily have a more important role in the story.
As far as Bruce Willis, Sly wrote everyone according to what they wanted to do in the movie and it's likely Willis said "Something short and memorable." He may have more actual involvement in this film, who knows. Jean Claude Van Damme passed on the first movie because there was no script written when approached, and it's likely the reason he is in this one is because he better understood the project. It's about the actors involved and the characters they are playing, the story and even the action is superfluous.
Seeing as that flashback was set in the Vietnam era (60s/70s) and Walker Texas Ranger was a 90s show, I'm not so sure Private Rapo was making a reference to that.
