This is supposed to be about front organizations right (after all it is a Front Organization brings you here)? Well governments aren't the only ones who use them. Organized Crime often use front organizations for smuggling and money laundering. Also I don't think all front organizations take the appearance of a legal organization, it may take the form of an arms dealing crime syndicate can't it?
