In fact I believe that Natsumi and Nadeshiko are the only female Riders who're still alive at this point.
"Yup. That tasted purple."Nadeshiko died initially however, and isn't really a character as much as she was a plot device. Natsumi never appeared again after the movie she transformed, and I want to say that Natsumi as KR Kivala would have been a much better assistant rider then Yuusless Onadori. But the handling of Decade was so bad that the treatment of Natsumi and Kivala are probably at the bottom of sins that show needs to count up.
May is also alive, though she got shuffled off right at the beginning of the Gaim / Wizard movie along with the other two.
The thing is, if you combined Mayu's plot arc with Yoko's early appearance, and gave both some more integreation with the plot, you'd get a great female rider.
You'd get a great rider period, but Japan seems patently incapable of doing that. I've referred to it as casual sexism, cause it seems like they do it for no other reason than because they are girls without any real thought to it. It' pointless and frustrating.
I'm especially disappointed in Urobuchi, cause after Madoka, I'd thought he'd be better and give more of a role to his females, but Yoko just did nothing of consequence (despite being hyped as a strong fighter).
One Strip! One Strip!Seriously, some of these shows have absurd quantities of Riders and yet we're still so lacking on females? Kiriko especially is handled awfully (we know the next secret mission will elaborate on this somewhat but I'm not expecting anything much) in that regard.
I mean, still not perfect but Sentai at least reliably has at least 1 to a team and gives them something to do, although they normally get cheated out of power-ups and the like.

Considering the rather weak hand wave they gave earlier in the series, I'd hope it's good one.
Though even if it is, the problem isn't that they explain why she isn't a Rider. The problem is the amount of effort they put into justifying why she can't be a rider, when we know the real reason is because she's a girl.
I swear. This has been going on for years, and it's so......unnecessary. Kids don't fucking care. Just let women be riders, and don't kill them off so quickly. Why is that so difficult?
I like Decade for what it meant. It's the reason we have both the Movie wars and now the Super Hero Taisen movies. Sure, the latter aren't perfect, but if not for the Decade Shinkenger crossover, we wouldn't have them.

I wondered the same thing when Kyoryuger only had one female Kyoryuger (until muuuuch later) and they justified it as that girls dont naturally have the ferocity and guts needed to be one.
