You are missing the point. All the girls in Lucky Star are older than they look because the animators drew them as lolis. The image only makes sense to people who watch the show, and they're a minority. Think of the normal people!

That being said, I agree they wouldn't look good shrunk. But maybe one of the earlier panels, when Pao II was still in her armor, and thinking about how wonderful Nodoka's small chest was?
