Look, the guy strigon suggested isn't even canon, how about this:

Nick parker perhaps is one of the oldest surviving GDI commandos, he has fought in two tiberium wars and has multiple biotech transplants into his body to keep him healthy. He is retired at the time of the third Tib war but is still fit for service. I will give him two pistols and a small box of ammo that he carries around.

This isn't the best sign up but.....

and this guy is 100% mortal, its just that he is so badass he can take down entire ships of Nod infantry by himself.

We do have a lot of snipers, don't we?

Deuce, Gi-Soo, Red Sniper, with Mason and Big Boss both capable of using them.

Ah. Gi-Soo handles a lot of weapons like Deuce, so he just doesn't handle sniping.

If we have a historical character or maybe a Persona character without using their Personas...

Or one of the A-team. Or a Tom Clancy character (doesn't matter which, although Sam Fisher would be interesting). Or Marlowe from Battlefield Bad Company. Or Alicia Melchiotte from Valkyria Chronicles, pre-Valkyria transformation. Or Deadly Little Miho.

There's lots of badass normals out there, if you know where to look.
