Yep. Whoever rejected the pilot was probably turned off by the shallow storyline and lackluster humor. To me, the characterization (and art style especially) seemed strong enough. It could've been a SpiritualSuccessor to MyLifeAsATeenageRobot.
I agree with everyone about picking up the Modifyers. To be honest, I wish the creators gave this to Disney and had it air either on the Disney Channel or Disney XD, with all of the voice actors + art style left intact.

Lackluster humor and a shallow storyline is a perfectly fair reason to not pick up a pilot. Modifyers... was alright. It might have become good, but it really didn't feel like it had anything strong going for it. It was solid all around with a cool artstyle, that was it.
On the flipside, thank god that Lakewood Plaza is (probably) going to become an actual series. I loved the pilot, and the world established by it and the mobile game is just too cool to be left alone. Some of the other more recent pilots (Back to Backspace, Forever 12) might be cool to see later on as well, though they'll probably need more heavy tweaks of their premises and style to really hit the right level of quality.
I think The Modifyers if it was given the go-ahead could had been better realized as a series than what the pilot attempted/promised. The pilot is rough around the edges with its humor and doesn't present a lot for it's concept, but I do think it could had gone on to something better with some changes and a decent production staff attached to it.
Not exactly the best comparison, but it's worth noting that Hirsch has made a point of not releasing the pilot to Gravity Falls to the public, because it (at least in his eyes) was apparently....not very great compared to the show we actually got.

Generally the shows that do get picked up end up fixing the issues with the pilot really fast. The Modifyers could of been something really good but it not getting picked up pretty much nullified any chance of that.
The Modfyers seems like it would have been right at home on the later days of Nick.
Ya, I'm weird like that...Definately Wacky Races Forever. Out of all the Hannah-Barbara cartoons that were made, I have always enjoyed the original Wacky Races cartoon for its diverse cast as well as the duo of Dick Dasterdly and Muttley. The pilot certainly sets up an interesting story with the whole new generation plot point and making it be more than just the race itself. And lets face it, Cartoon Network loves the concept given the number of parodies done in shows that aired on the network.
Now that I think about, have there been any news on the revival of this show? All I can find is the logo and that's it.
Looking back, from between the time I posted here and now, I want to say I also kinda wish Ivan the Unbearable was picked up somewhere...
That does look pretty good. Other Random! Cartoons I wish were picked up were Tiffany, Moobeard the Pirate, and Funny Farm.
Two Cartoon Network pilots came to mind for me:
Kenny and the Chimp
Honestly, with comedy gold moments like the "SalmonElla Fitzgerald" scene, Cartoon Network really missed out. Oh well, at least this lead to the KND if my sources are correct.
Prickles The Cactus
This is an older one, but back around 1989-1990, Hanna-Barbera and Tsubyara Productions collaborated on a pilot for an Ultraman cartoon. The only thing that came out of it was the pilot movie, but it looked quite impressive for the time, especially compared to H/B's usual output from that time period.
I don't know what happened exactly, I believe this is around when Turner bought HB and subsequently terminated a lot of ongoing projects to start fresh, but don't quote me on that. It just seems like something that was better done that a lot of their productions at the time.
Then again, the pilot does have a female Ultra fighting a seaweed monsters with tentacles. Yeah...
