It's really hard not to come up with a lopsided death battle, though I've tried.
Getting fights that are both thematically appropriate and not total stomps on one side is rather tough.
I still want Hiei vs Hitsugaya and Athena vs Hinata myself.

I guess so. Toshiro didn't have such a good win loss record, and the Dragon of the Darkness Flame alone makes Hiei a pretty heavy hitter.
Especially post 3 kings arc where he's supposed to be S class himself.
What about fight #2?
I also think I had some other ideas, but I can't remember them.
I do wonder how most other fighting game characters would fair against Hokuto or Nanto users as well.

We saw a lot more of what it could do than Ichigo's bankai, and they still used that.
Even looking at his shikai, Tōshirō's powers
are stronger than one would think given his win-loss ratio. His fully unleashed bankai ages him to adulthood; lets him flash-freeze stuff by touching it or even with a simple wave of his hand, with anything that he freezes having all of its functions and abilities negated; and can use a technique called Shikai Hyōketsu to flash-freeze all matter or energy in front of him after four seconds of building up his power.
Speaking of Ichigo's bankai, just occurred to me that they mentioned that Ichigo was growing exponentially stronger with each battle but I don't recall them factoring that into calculating his power.

Still think the Dragon of the Darkness flame would whoop Hyorinmaru in elemental dragon fight.

Four seconds of charging up is a death sentence if you try to pull it on Hiei, who is fast enough to leave afterimages via pure speed. Hiei's also the son of an ice demon and has shown resistance to freezing before in his battle against one of the Four Saint Beasts.

I don't know if DRAAAAGUUUHN-OF THE DARHK-NESS FLAAME vs Toshiro's Shikai and Bankai would end in Hiei's favor. It takes him a considerable amount of time charging up the attack and he usually telegraphs it.
The attack's been resisted by potent spiritual energy, but we never really see it used against anyone like Toshiro so whether the flash-freezing would even work against it is debatable. If the opponent is strong enough they can simple cleave the dragon in two, and Hiei's screwed if he doesn't absorb the dragon into himself.
That said, Hiei is stupidly fast.

And I'd forgotten how well he tanks ice. Guess Elemental Rock-Paper-Scissors isn't much of a factor for him (though that may be due to being half ice demon himself).

Granted, didn't Toshiro's complete Bankai just like...Allow him to completely remove the heat from his targets? I don't think any amount of ice resistance could match up to that.

We have no idea whether Hiei could survive that. It's entirely possible that his ice demon heritage would allow him to keep operating at... no heat... then, 0 degrees Kelvin?
