If I hadn't recently bought a 360 along with To V, I'd be pretty pissed. As it stands, I'm mildly annoyed, and therefore thinking rationally enough to recognize that this is simply how third-party developed exclusives work.
Still kind of a dick move on Micro's part, though.
EDIT: Though I do have to wonder why in the world they felt that they needed to keep a niche JRPG exclusive to their system...

Under the table deals to make one game an exclusive is one thing. Preventing an UPGRADED VERSION from being localized because its on another console is another.

It's probably the same reason why the PS 2 version of Tales Of Symphonia never made it over here as well; Microsoft (Nintendo) paid for exclusive rights to distribute Vesperia (Symphonia) in English. As to why Microsoft cares about niche RP Gs, I think Vesperia was part of Microsoft's effort to get strong JRP Gs (Blue Dragon, Eternal Sonata, Lost Odyssey, The Last Remnant, and very probably FFXIII were also part of that effort) on their system, something they seemed to have stopped caring about recently.

Yeah. I'm also guessing the exclusivity contract either applies for a lifetime or for a number of years after which point Vesperia will have long stopped being relevant.
Still, Vesperia is my favorite game of this generation and that was before I played the PS3 version, and if nothing else I'm glad Namco decided it's worth it to start translating Tales games again.

The only real reason they could have had was prevent Sony from profitting off of the superior version of the game (but was Vesperia PS 3 even announced before the original game came out else where? I keep thinking that it wasn't.)

Doesn't matter to those who can read and understand japanese though. And what X Box fan even plays J-no, any RP Gs anyways? The only few who got an X Box for RP Gs are those who wanted to play Tales Of Vesperia before finding out it was going to be released on the PS 3...and those suckers regretted it once they found out they bought a inferior version of the game.
On second thought...it kinda sucks for both sides. X Box owners gets an inferior version of a game translated to them. PS 3 get's "Quick-Time Events! TheGame!"

And, well, this is kind of the point of exclusivity contracts. Not just kind of the point, it's the entire point. It's not surprising at all, and in fact I doubt Microsoft has a particularly active role in enforcing it. I'm more annoyed at Namco for signing it in the first place given that they clearly had no intention of keeping it exclusive. And for signing a different contract for the English version.
Now... I don't understand why this is a bad thing. If Namco really cared about everyone getting the "better" version of the game, they'd have released an upgraded version on the 360 as well(for those outside of Japan). Since Namco had no intention of doing so in the first place, I really don't have a problem with Microsoft invoking their exclusivity rights.
