How do you create a Urban Fantasy Necrocracy of the IV version?

Please, do not suggest "Be Kim Il-sung"...

This is the plan of one of my villains, wanting to reclaim her country. She is a vampirizied AffablyEvil princess aspiring to be TheHighQueen. She genuinely cares for her people and she sees herself as the best aviable ruler... (She have all and all centuries of experience of politics and wont die unless she is killed, for example.)

She would preferably want to become a politically powerful queen, but a powerful queen in a modern, Western-European country? (Granted, it is alternate history, but...) would she out herself as a vampire, and when? She have quite a few loyal followers, both human and vampire...

Simple - be a talented, well-intentioned politician who also happens to be a vampire.

You might want to jettison the monarchy idea, though - democtacy is the fashionable system these days, and a new dictatorship popping up in Europe would not be welcomed by the neighbours. Instead, I'd advise mortal presidents to whom she is the constant power behind the throne and mentor-figure. Given that she's a villain, vampiric mind-control is always an option.

What's precedent ever done for us?

[up]I think that's a good idea. Think Vladimir Putin. She could disguise herself as simply a wealthy private citizen. Also, I think it's a given that outing herself as a vampire would generally be a bad idea, though I imagine the puppet candidates she'd pick would be pretty big on Vampire rights, if that kind of thing is at all a political issue in your world.

She have planned to let the country remain a democracy as much as possible, since that is the will of her people, although with her as as a more powerful constitutional monarch.

As I mentioned, it is a Alternate history, with to a large part early 20th century politics, so almost all european countries are constitutional monarchies. (Some, like Russia are almost a absolute monarchy...)

Loyal humans in power will of cource help.

She could most likely fool humans into believing she is a Fae, Elf or Changeling post-Broken Masquearade. Not sure if humans would want a non-human in a possition of power?

It's not that hard to have an ostensible democracy and still control everything. Here in the US we have voting machines that will give you whatever result you like, and there's no way to verify anything. As long as the people believe they matter, they will swallow all kinds of lies.

With a vampire in the mix, there's a built-in incentive to reach the inner circle—immortality. On the edges of high society, there are rumors that the people at the top have the secret of living forever. It's only when you've passed the tests, proven yourself, and gotten too deep ever to get out, that you learn the truth. By then drinking blood might not seem particularly distasteful.
