If it's not a case of Broken Heel, it's probably being used for comedy; the "up-ty-down-ty" lurching of a woman trying to walk in one high heel and one bare foot is a dependable way to get a laugh, especially if she's been, up to then, imposing, or otherwise daunting. I know there are examples, but I can't think of specifics right now.
