On a medium like the Internet, you never know what's meant to be funny. I would count involving a cartoon character as evidence of such intents.
To a lesser extent, that has a bit of narm due to the kid's facial expression.
Anyway, here is something of Lion King 2's Zira growling at Kovu. She looks like she's ready to seriously hurt him. Later in the movie, she does.

No, "Goofy Time" makes it look absurd, as if it were some attempt at playing this for laughs, given that it involves a cartoon character. Let's keep looking.
