Oh yeah. Getting presentable for even just yourself helps a lot with self-confidence. Of course, the confidence deficit it treats also makes it harder to actually do it.
If you're feeling blah, it can help to even dress up nicer than you would for a regular day's interacting with the world.

I think it's funny in parody, but there are quite some people that have the whole "cis scum" mindset and say things similar unironically, so I get that people have hair-triggers about it.

The difference between that and calling myself cis scum is that calling myself (and others on the thread saying) cis scum is mocking the overzealous radivals, while "down with cis" is mocking a cis person, which somewhat extends to cis people in general.
Overall it really doesn't matter, but it's just in bad taste due to that difference.
