Oh yeah. Getting presentable for even just yourself helps a lot with self-confidence. Of course, the confidence deficit it treats also makes it harder to actually do it.

If you're feeling blah, it can help to even dress up nicer than you would for a regular day's interacting with the world.

But the only female stuff I have is basically just how I normally dress, just with a skirt and tights instead of trousers.

I've seen the term 'ciscum' far too often on tumblr that its disconcerting

I think it's funny in parody, but there are quite some people that have the whole "cis scum" mindset and say things similar unironically, so I get that people have hair-triggers about it.

The actual joke itself? It's fine.

The difference between that and calling myself cis scum is that calling myself (and others on the thread saying) cis scum is mocking the overzealous radivals, while "down with cis" is mocking a cis person, which somewhat extends to cis people in general.

Overall it really doesn't matter, but it's just in bad taste due to that difference.

I'm fine with it.

People who seriously have "cis people suck" mindset are actually making it worse for themselves and other trans people.

I don't really use it as a joke myself, as it rubs me the wrong way saying it, but I'm okay with others joking about it because I know there's no harm in it.
