They may be able to cause earthquakes, use sand as an extension of their body, or some other related application.
I think that portion of Dishing Out Dirt seems to kind of clarify the crossover between it and Elemental Shapeshifter. Briefly skimming the examples in Elemental Shapeshifter leads me to believe that a good number of examples of that trope are "uses W element as an extension of his or her body." If I am right about that, then any example of Dishing Out Dirt that goes along with "use sand as an extension of their body" is also an example of Elemental Shapeshifter so my understanding is that the two tropes are not necessarily mutually exclusive (i.e. you can be a earth user and be able to shape-shift into dirt).

I think the image is weak regardless, since even if it is an example, it's a pretty atypical example.
Rhymes with "Protracted."

Elemental Shapeshifter isn't mutually exclusive at all, it's a subtrope of Elemental Powers (which Dishing Out Dirt is part of).
I suppose there is an argument to be made that we shouldn't use a subtrope as the image, but it was picked in Image Picking fairly recently I believe.

You're probably thinking of the similar image on Shapeshifter Weapon.
Rhymes with "Protracted."

I was about to start an IP thread about the pic, on the basis that Sandman wasn't an example of the trope, based on the sentence that says that any character who turns into dirt is an Elemental Shapeshifter.
Yet that could technically be considered a character who does "have power over earth"... in a sense.
So what's the extent of the crossover here?
