Not a bad place to start introducing new characters. I've got some character ideas, but I might want to get caught up with your plot so far before I go ahead and post a bio. Not sure if this or the discussion thread would be a better place to ask for a cliff notes version of the major plot points so far...
Okay, this'll probably be the last question unless I come across something else while perusing the story so far. If Units 03 and 04 are already in Japan, does this mean 05 is being kept at the First Branch and 06 will be the one that explodes and destroys the Second Branch? I know this won't all happen for some time in the RP, but it'll be important for my character's backstory.

Name: Gabriel Scott
Age: 24
Gender: Male
Occupation: Sync Ratio Specialist/NERV 2nd Lieutenant (Basically a Bridge Bunny, but he'd probably dislike the term if he was called that in-universe)
Appearance: Short blue hair (stylized black, like Misato's, not albino like Rei's) and blue eyes. Distinctly Caucasian in appearance; people can tell he's not native Japanese by looking at him. About 6'4'' with a thin and gangly build (slightly above average height among his American peers, but sticks out even more in a Japanese crowd). Wears glasses. Slight permastubble.
History: Gabe was born to scientist parents in a small New England coastal town, where he spent most of his early childhood, and is technically half Japanese on his mother's side. He had a mostly normal early life, but this all changed when his parents took a fateful research assignment in Antarctica at the dawn of the 21st century. The rising tides of the Second Impact left Gabe's hometown underwater and forced him to move further inland to live with his grandparents. In actuality, the move was arranged by Gehirn officials who secretly kept a close eye on him through his adolescent years, though Gabe himself is unaware of this. As he matured into young adulthood, Gabe decided to follow in his parents' footsteps and study Metabiology at MIT, eventually earning himself a postgraduate job at NERV's First Branch through his faculty connections. After a couple of years helping to oversee contact and dummy system experiments with Eva 05 (and 06 at the Second Branch on occasion), his superiors send him to Tokyo-3 once word comes in of Angel attacks, believing his skills to be of more use in a practical combat situation. Gabe himself is unsure what to make of this situation, being comfortable in his noncombat research role, unfamiliar with the Japanese branch, and somewhat insecure of his (actually fairly fluent) Japanese language skills.
Personality: Gabe was old enough at the time to remember the loss of his parents and the horror of Second Impact. While he sees his job as necessary for the future of the human race, he has a guilt complex over the use of young children to fulfill NERV's goals, identifying with them just a little. This is something that could send him spiraling into full on depression should he end up blaming himself for something particularly horrible happening to one of the pilots, but for the most part he likes to keep these particular worries hidden under a facade of professionalism and rationalism. Coming from a scientific background, he isn't yet used to the more militaristic aspects of NERV culture (owning a sidearm, wearing a uniform instead of a lab coat, etc.) He's also a bit of a Covert Pervert (with standards; he won't be ogling any 14 year old girls in plugsuits, but let's just say he appreciates that the female officer's uniform includes a miniskirt). Also hates being called by his full name, preferring Gabe to Gabriel.
Note that since Gabe is American, lines he says in English will be denoted in red text, while Japanese lines will be normal black. I want to introduce him at a natural point as opposed to shoehorning him into the middle of a scene or Angel battle, so keep me posted either here or by PM when the time is right.

I'm willing to wait if the time isn't quite right, but I'd obviously like to bring him into the Geofront sooner rather than later if possible. Considering his lack of exposure to Eva combat, it might be fun to throw him right in there just as an Angel starts attacking. *evilgrin*

I guess I was more thinking of something like Dummy Plug or Magi plus a voice. It would be a character without a body, but I'm assuming that to all the characters who didn't know about the technology behind it (pilots, military personnel) would assume it's an AI.

Hmmm... that's actually kind of an interesting idea.
"Oh, dear. The toad, the monkey, and the dog have all screwed up."Cats is my sister, and she's posting in here thanks to a lengthy meatspace discussion we just had about the RP. This whole idea brings to mind Naoko Akagi's creation of the Magi in the original series, how the computer system basically used her brain as the base of the AI (I think that's how it worked anyway). If there's a flashback arc at some point, perhaps she could play this hypothetical human designer of the system too.
Also, the idea of a lone AI left in the NERV base after the end when all the human characters have turned to Tang is kind of darkly hilarious.

Though everyone won't necessarily be tang at the end. It all depends on the events of the RP as to what exactly happens in our version of End.

The toad, the monkey, and the dog have all screwed up."Since my character has that pseudosciencey background and presumably would be somewhat familiar with this whole soul transfer technology business, he could have been transferred to help oversee the installation of this system in addition to working as a Bridge Bunny.
The idea for the character would be as the master copy of the dummy plug system. It would make sense for Combat's character to have been there to install her then because he doesn't like using kids to pilot the evas.
The big problem with a character like this would be what she would do during downtime, though.
Yeah, there's not much for a character like that to do when there's no Angel attacking.

Her centralized home would be within NERV of course, but this way she could interact with characters in other parts of Tokyo-3.
That could work out pretty well.
