Homura averts Walpurgis Night by warning the town and causing it to be evacuated.
This causes the government to capture her because of her supposed precognitive capability. Of course there's a bit more to it than that, but more details on that particular bit would be a spoiler.
The big issue with getting Homura free is they don't want to actually hurt the people keeping her captive, which makes getting into the underground bunker difficult because they want to avoid an actual assault.
There are also a few OC's. From what I recall I thought they were pretty well done and believable characters.
Tone wise it's a bit hard to describe. Probably overall more optimistic than canon.
As I said, its been a while, but from what I remember I thought the details in the execution of the idea were done pretty well. And the story is good about giving the villainous characters believable motivations.
Homura is the main character, but Kyouko and Madoka both also get a fair bit of focus.

On the Kyouko reccomendations, Resonance Days is about her and an amnesiac mermaid named Octavia waking up in a pre-Madokami afterlife. Adventure ensues. Notable for an interesting setting populated entirely by former magical girls and witches from various planets, which gives some thought to what kind of societies those people would develop in a world where death isn't a thing.
On nobody on Earth KNOWING they have magic. It's just an idle thought, but off the top of my head, I see a scenario of a Puella Magi being kidnapped to the empire on the first day of fighting, escaping and finding herself in a strange land where she doesn't speak the language and her trump card has an expiring shelf life. On the other side, the Incubators have just found a new, untapped market.
Imagine the reaction to a small army of disgruntled, magical peasant girls suddenly showing up to ruin the Empire's day.

So I have this idea for Sayaka. Giving her a Cool Big Sis in the form of Fuuka. Not only that, but replacing her devotion for one ill violinist for for another.
The sadist in me then has her unknowingly choosing between who to save when she is considering her wish.

Well, I asked her for specific details about something from her Young Wizards series because I wanted to give it a shout-out in this chapter, and she very kindly complied. In all honesty, I did send her the link to the chapter, because I know for a fact that she's a Sailor Moon fan... I dunno if she'll be able to read it, but it was worth a shot. :P

Let me elaborate.
Homura's entire character revolves around Madoka. Literally everything we see her do is for Madoka's sake. While Homura does care about the others, Madoka always takes precedent, no exceptions. Having Homura hook up with anyone other than Madoka- let alone some random dood- would be so OoC as to completely destroy her character.
Madoka, on the other hand, is the exact opposite. She loves everybody and, while and argument could be made that she loves Homura a bit more than everyone else, nobody really gets special treatment from her. While this doesn't really impact her love life- she could hook up with just about anyone and it not be OoC, I don't want to see her hook up with anyone other than Homura unless I'm reading that one amazing CYOA fic which sadly died but had some amazing endings.
