That said, I would say it's worth it. It's something that you buy every 5-6 years (I've had my DS Lite for 5 years), so the cost evens itself out over time. And the standard DS/DS Lite/DSi/DSi XL will be phased out within the next few years, so she'll need to get one eventually if she keeps into video games.
Mega Man Legends 3 is more than enough to make it worth it.

Haven't gotten much time with it (it's charging right now), but I can see some real potential, and had some good fun with some of the goofier features. Too bad that there aren't many interesting titles right now (as in, right now, on launch).

@ OP: I'll get back to you on Sunday, though I can think of several convincing reasons to say yes that are due to come out this summer.
And "Reality" is unveiled. What did it want...? What did it see...? What did it hear...? What did it think...? What did it do...?I'm not really seeing what was wrong with ID's advice. The OP mentions everything other than playing games (although one can infer that "playing games" is part of the "bunch of other stuff wrapped into one" line), so one could assume that game-playing wasn't a priority and that getting something else might be a more viable option.
That said, I recommend it, despite not owning one yet.

He specifically laid out the things he is looking for in the device, but all you did was ignore it and say why you wanted a 3DS, giving things that wouldn't help him. "Yeah, I'm not saying anything about its video capture, but it does have Megaman Legends 3" "Yeah, I'm not saying anything about it playing free games, but its a new piece of hardware so you should get it". How did you think that would help him in the slightest? "Whats this? Games I already knew about are coming out? Well that supercedes the need for information I specifically asked for."

ID hates Nintendo, so as useful as his advice might be, it's not particularly useful to someone who likes Nintendo.
Those were the reasons her sister said she wanted it for. The question is whether the system is worth it, not only if it's worth it based specifically on the reasons her sister wants it for.
By that token, people mentioning games that they believe make the system wirth it is on topic.

Basically, the question becomes "Does she still want to play games?" If the answer is yes, 3DS. If no, some other device. If the lack of 3D is a dealbreaker, negotiate and decide.
My sister really really *REALLY* wants one, specifically because it can do stuff like take pictures, videos, and a bunch of other stuff wrapped up into one. However, I believe that there are plenty of better uses for *250$* than this.
Her main reasons for wanting it are its recording abilities, and the fact that you can (apparently) download video games and tv shows for free.
That said, she already has the original Nintendo DS.
