It's definitely not Useful Notes style. I'd suggest a new name, a better description and a week or so on Useful Notes. I'm not entirely sure what the trope is about though.
Fight smart, not fair.A bigger problem with this is that the trope name doesn't make much sense for a Police Procedural trope. Moreover, almost every wick uses this trope to mean different things, often involving intimidation to achieve cooperation (Max Headroom), mistaking this for a powerful authority actually being helpful and benevolent (Characters/TheWonderfulWizardOfOz, NUMB3RS), one appears to to even confuse this for Bavarian Fire Drill (Supernatural). Many others are listed without providing any explanation.

Perhaps it should be redefined, then. When I saw the name, I thought it was about a Big Brother-like organization or government that was actually there to help people instead of oppressing them.
Name isn't particularly clear, and it Makes No More Sense In Context. If there is something worthwhile here, it's certainly beyond my grasp. I have to say cut it.

But the name is bad (I thought the same thing as Valiran — a benevolent Big Brother type-organization.)
