I can't help but wonder if this story if some sort of propaganda people at the Western/Israeli side come up with in order to make sure that everyone thinks that Arabs are stupid and need to be educated/saved by the glorious west.

Think of it this way: if you were asked to create a propaganda story to make Arabs look stupid, would you come up with arresting a vulture for spying? I know I wouldn't.
That would be exactly the kind of story I'd come up with. I mean, it paints the opposition as stupid, scared cavemen that don't even know the difference between a radio and a camera.
