I can't take anything with that opening line seriously, so I'm gonna try to track down the actual report.

So far I've found that the admiral in question does seem to exist, but all links on this seem to loop back to the OP article, so I'm pretty skeptical. Where do you get the cables anyway? I don't want to torrent 9 GB or whatever.

Tibbs, I've found that "people claiming to have found something unexplainable by the current laws of physics are lying until proven otherwise" is a better heuristic. Not that physics is perfect, I've just seen too many people claim to have created a free energy device and then don't let people see it.
