That, and while Rizzo was in 80s Muppet films, he wasn't a central player on the level of Kermit, Fozzie, Piggy and Gonzo until the 90s.
Also, he first appeared in the last season of The Muppet Show and only in the movie Take Manhattan—in other words, he was one of the very last characters the Henson era introduced.

Also, Pepe is back because hey, guess what, kids love him and he gets butts in seats. For some reason Disney doesn't think Rizzo gets the same reaction.
We're talking about creative control vs. corporate control, here. I don't think the writers are using Pepe because they think he's the best thing ever.
