Because Court is weird. A room like that may very well exist there for any kind of esoteric reason, and if it isn't used anymore there is nothing stopping Tony from assigning it to her.
And he did it because he, at best, gives not a shit about her psychological well-being or, more likely, actively undermining it.
But you keep your repeat about him doing nothing wrong, that's what you do.
