"While I'm Still Here"/"Black Noise" is about the death of the narrator from "Right Where It Belongs".
Some interpretations of "Right Where It Belongs" view the song as an embrace of Solipsism, a philosophy in which a person believes that their own mind is the only thing they know exists. And now said person has mere moments to live. They say "Yesterday I found out the world was ending" when, in reality, it is only them who will die. But because they only believe their own mind exists, they spend their last moments believing that once they let out their final breath, the entire world will cease to exist.
