Conway is Trilby, potentially after the events of The Consuming Shadow.
Both characters share a similar dress sense and particular fondness for their hats, have a similarly dry sense of humor, and Trilby is shown to be an extremely proficient cat burglar, given his antics in The Art of Theft, which this game is arguably a Spiritual Successor to as noted on the main page. While Trilby had to give up his previous larcenous lifestyle during the events of Trilby's Notes, the Golden Ending of The Consuming Shadow shows that he is no longer in the good graces of the Ministry of Occultism after having to kill a possessed co-worker, and is encouraged by another member of the Ministry to run and go into hiding. Therefore, it's plausible that Trilby could have skipped the country, adopted a new identity, and got back to doing what he does best.
