This explains anything in the movie that "doesn't make sense" in the main, original universe plot. The entire fight at the IRS takes place in the throwaway universe.
Since that universe is meant to be discarded after use, any consequences to what happens in it don't impact Evelyn as much as they would have if it had indeed happened in her actual universe. The "hot-dog fingers" universe isn't just hot dog fingers on humans, literally every animal has foodstuff for one body part
And the non-hot dog fingered humans seen in the 2001 gag instead had meatballs for internal organs. Evelyn did not stay in her own universe, instead diverging to the "Returns Home" universe
The timeline in the film notes that Evelyn leaves that odd "pocket" universe that Alpha Waymond created for the initial briefing, after which she socks Dierdre - spurring a call to security. When facing off with the security team, we see Waymond suddenly eat the lip balm and mow down the security staff. This is followed by several breaking news reports showing Evelyn and Waymond in hot water - and if not imprisoned, prone to being killed themselves. Given the chance to escape, she can transfer herself to any verse she wants - and it wound up being the "return home" universe. One of Waymond's alternate universe versions is actually named Richard.
His nickname is "Data", and he and some friends stumbled upon a gigantic treasure on the coast of Oregon in 1984. He got a share of the treasure, and used it to create badass weapons that are far more effective than a fanny pack. Or fanny packs that act as more than bludgeons.Because why the fuck not? It wouldn't make the film any more or less weird.

Because she's clearly a victim of The Name Game. Evelyn is bisexual in every universe.
She just doesn't realize it in a lot of them, either due to cultural standards discouraging her from exploring that side of herself, or her meeting and falling for Waymond fairly early on in life and never considering other partners of any gender. In the Protagonist verse (and the verses close to it), she has a lot of internalized homophobia and quite possibly doesn't realize she's bi, but in the hotdog universe, enough about the world is different (whether she met Waymond, how she met Deirdre, cultural standards regarding sexuality, etc.) that she's fully aware and fine with her bisexuality, it possibly not even being a big deal in that verse. The multiverse-hopping isn't literal
Instead, Evelyn got a shocking wake-up call from the divorce papers, and the fantastical plot is a representation of the emotional chaos she's going through, her fears for Joy, and her dreams of other lives she could have had. In "reality," she went home after the IRS meeting, blew Dierdre off, got drunk at the party, smashed some windows, and then started to pull herself together with the help of her family.
