Helen and Martha are going for a walk and saying a tongue twister about a skunk. Then, Helen sees Windy McCloud, the weather lady, complaining on the phone about a "weather dog". This piques Martha's interest, so she recites "Whether the Weather" to Windy, who decides to make Martha a weather dog.

On the bus, Helen and Martha explain that it's because she wants to be more popular than Sunny, the dog of another weather forecaster. Martha, believing that weather dogs control the weather, starts fantasising about it, but Danny explains that weather forecasters don't control the weather; they only predict it.

That night, Martha tells Helen that she no longer wants to be a weather dog, since she's bad at predictions. The next day, Helen, Truman, Martha, and Skits discuss how Windy does her job, with Martha wondering if she's psychic. Truman then explains that Windy and other meteorologists use the scientific method and technology to predict the weather. He explains what a thermometer and weather vane do, then teaches Martha about cloud types. It's then revealed that Truman knows so much about weather because his parents got him a weather-related board to help him get over his fear of the tornado from The Wizard of Oz.

Over the next few days, Martha tries to predict the weather, but fails. She sees clouds and thinks it will snow, but they clear up, then she thinks it will be sunny, but it rains, then, she thinks it will be cloudy but it's sunny, thinks it will be sunny but it rains, then finally she thinks it will be cold but it's hot, says, "I mean, hot", only for it to snow, and then says, "I mean hail!" only for it to clear up.

The next day, Martha doesn't give a prediction, then feels inept since all of her predictions have been wrong. Danny assures her that even meteorologists are wrong a lot, but she doesn't believe him. She then goes to see Truman and asks him how he was able to forecast the weather. He reveals that he repeated what was said on the radio, so she decides to do that too. However, she then changes her mind when she thinks it may involve lying, since she wants to be honest and dogs are bad liars anyway.

Martha tells Windy that she won't be taking the job since she's bad at meteorology, but Windy reveals that she does all the technical stuff, and all Martha has to do is wear funny outfits. Martha then has Skits be the mascot instead.

  • Argument of Contradictions: Whenever Skits denies that the cloud looks like an elephant, she just snaps back, "Elephant!".
  • Bait-and-Switch: Truman, who'd been looking for a plastic lightning bolt that had been missing for about four years, says, "Aha!". We (and Martha) think it's the lightning bolt he found, but it's actually the last page of Blue Mangoes.
  • Comically Missing the Point:
    • Martha thinks Helen is still trying to say the tongue twister when she says, "Look!".
    • Truman asks Martha what a cloud looks like to her, meaning what sort of cloud. She says, "An elephant".
  • Continuity Nod:
    • Martha and Skits's Fear of Thunder from "Skits Under the Weather" is alluded to when Martha imagines asking for rain and Skits whining, so her adding, "But hold the thunder!".
    • Truman finally finds the last page of Blue Mangoes, the book with the torn-out page from "Ice Scream", though seeing as it's the Lorraines' book, what it's doing at his house is a mystery.
  • Dreaming of a White Christmas: An invocation is implied, when Martha imagines making it snow and then "Jingle Bells" plays, implying she made it snow around Christmas.
  • Fantasy Sequence:
    • When Martha thinks weather dogs control the weather, she imagines having weather powers.
    • When she wonders if Windy is psychic, she imagines her with a crystal ball.
  • Faux Horrific: Truman couldn't sleep for weeks after watching The Wizard of Oz, because of the tornado... but not because he thought he'd die; because he didn't want to be transported to a world where people wear sparkly clothes and speak in squeaky voices.
  • Fear of Thunder: Martha and Skits are still afraid of thunder, so in her imagination, he whines at thunder and she specifically asks for no thunder.
  • Flash Back:
    • When Martha explains that she's bad at predicting things, she remembers a time when she failed to predict who Jake would throw his baby food to.
    • When Truman mentions he used to do weather reports when he was younger, we see it.
  • Half-Dressed Cartoon Animal: At the end, Skits is seen wearing a raincoat, rainhat, and four Wellington boots, but no pants.
  • Happy Dance: In Martha's imagination, Truman does a little dance when she makes it rain.
  • Happy Rain: In Martha's imagination, Helen, Truman, and Skits, who'd previously been out in the hot sun, cheer and jump happily when it rains.
  • Instantly Proven Wrong: Whenever Martha guesses the weather, the opposite weather immediately happens.
  • Little Professor Dialogue: In a flashback, Truman (who appears to be about five) exclaims, "I can't work under these conditions!".
  • Meaningful Name:
    • The weather lady's name is revealed to be Windy McCloud.
    • The other weather dog's name is Sunny.
  • Mistaken for Superpowered: When Helen, Truman, Martha, and Skits are talking about how Windy predicts the weather, Martha wonders if Windy is psychic.
  • Psychic Powers: Discussed when Martha wonders if Windy is psychic.
  • Same Clothes, Different Year: Downplayed. We see a younger Truman still wearing identical pants and shoes, but with a dress shirt instead of a T-shirt and two diamond shapes on his sweater vest instead of three.
