Helen and Martha are going for a walk and saying a tongue twister about a skunk. Then, Helen sees Windy [=McCloud=], the weather lady, complaining on the phone about a "weather dog". This piques Martha's interest, so she recites "Whether the Weather" to Windy, who decides to make Martha a weather dog.

On the bus, Helen and Martha explain that it's because she wants to be more popular than Sunny, the dog of another weather forecaster. Martha, believing that weather dogs control the weather, starts fantasising about it, but Danny explains that weather forecasters don't control the weather; they only predict it.

That night, Martha tells Helen that she no longer wants to be a weather dog, since she's bad at predictions. The next day, Helen, Truman, Martha, and Skits discuss how Windy does her job, with Martha wondering if she's psychic. Truman then explains that Windy and other meteorologists use the scientific method and technology to predict the weather. He explains what a thermometer and weather vane do, then teaches Martha about cloud types. It's then revealed that Truman knows so much about weather because his parents got him a weather-related board to help him get over his fear of the tornado from ''Film/TheWizardOfOz''.

Over the next few days, Martha tries to predict the weather, but fails. She sees clouds and thinks it will snow, but they clear up, then she thinks it will be sunny, but it rains, then, she thinks it will be cloudy but it's sunny, thinks it will be sunny but it rains, then finally she thinks it will be cold but it's hot, says, "I mean, hot", only for it to snow, and then says, "I mean hail!" only for it to clear up.

The next day, Martha doesn't give a prediction, then feels inept since all of her predictions have been wrong. Danny assures her that even meteorologists are wrong a lot, but she doesn't believe him. She then goes to see Truman and asks him how ''he'' was able to forecast the weather. He reveals that he repeated what was said on the radio, so she decides to do that too. However, she then changes her mind when she thinks it may involve lying, since she wants to be honest and dogs are bad liars anyway.

Martha tells Windy that she won't be taking the job since she's bad at meteorology, but Windy reveals that she does all the technical stuff, and all Martha has to do is wear funny outfits. Martha then has Skits be the mascot instead.
