The election is coming soon in Salabria the candidates are Feuillet of Secondaria and Excelis of Primaria, two lords from their respective territories who are competing. Hiroto is involved in this election when Solum Bake jacked the bread price as the result of wheat prices that getting expensive, courtesy to Feuillet's scheme. To make things even worse, in desperation to keep her allies from jumping ship to Feuillet, Excelis support the Development Order .

This volume provides examples of:

  • All of the Other Reindeer: Hiroto as the third candidate for the Corectio but unlike Feuillet or Excelis, he is the only candidate who doesn't have much wealth and fame to back it up,. This also have to do with him not fully supporting a uniformed Development Order because not only that will enrage the vampires for revenge for the betrayal or triggering Holy Spirit's curses, but also it's negative . For that reason, he is often being ridiculed and smeared by almost everybody as most of them (including Excelis) view his chances of winning is little to none.
  • Arc Villain: Feuillet in this arc.
  • The Chessmaster: Feuillet who is pulling the strings of events that forces Hiroto to participate the election.
  • Dark Horse Victory: Hiroto wins 9 votes by the end of this arc and becomes the new Governor of Salabria the election in spite of his early shortcomings.
  • Defeat Means Friendship: Excelis becomes one of Hiroto's allies after her defeat at the end of the arc.
  • Graceful Loser: Both Excelis and, surprisingly, Feuillet accept defeat after Hiroto wins the election.
  • Harsher in Hindsight: During his confrontation with Excelis, Hiroto warns her that supporting the uniformed Development Order will ends up garnering the vampires' wrath and cause them to attack attack all of Salabria as their revenge against humans. Come Light Novel's Volume 5, Gezerkia and the Red-Winged Vampires' havoc across Orsia is a living proof about why a uniformed Development Order is a terrible idea.
  • Honey Trap: Less malicious one on Excelis's part where she tries, and fail, to persuade Hiroto support her and her Development Order. Turns out that this isn't her idea but one of her steward's instead, and she herself doesn't like this method either since this will tarnish her reputation an an elven castle lord, only to go along with it because the 4 South Salabria castle lords have abandoned her for Feuillet. Fortunately for her, Hiroto doesn't take advantage on her.
  • Hoist by His Own Petard: Feuillet's plan to manipulate the wheat prices so he can Hiroto into participating the election and humiliate him there by "proving" the boy being too green to beocming the governor. The plan backfires terribly as it ironically becomes one of Hiroto's talking point during the debate.
  • Jerkass: Oh, there are plenty of them, especially the antagonists side.
    • Despite Sorceire's kidnapping ended with failure, Feuillet tries to humiliate Hiroto for again but this time, he plans to lure Hiroto into participating the election by making Solum suffer via manipulating Secondaria's wheat prices that forced a baker to rise the bread price.
    • Kazm, a merchant who has infamously known for using other people's wives or girlfriends as his bargaining chips in very one of his deals.
    • Castle lords from Aldus, Litteau and Nolte acting extremely abrasive towards Hiroto and even Sorceire over Darmur's "betrayal", not to mention that they also strongly oppose the Vampire Air Mail service despite it's popularity that even Rudin of Lusa want the service at his territory.
    • South Salabria castle lords. Being antagonistic towards Hiroto due to his position as a lord from a humble place is bad enough, they even trying to goad Excelis into implementing a uniformed Development Order with a threat that they will abandon her for Feuillet if she doesn't do so already. That turns meaningless when all four support Feuillet anyways even when Excelis eventually announces her support for uniformed Development Order later on.
      • Glinka Lord the fat merchant takes the cake for trying to purchase Curele from Soichiro despite not even voting for Hiroto. When Soichiro understandably rejects his proposal, he makes a deal with Torlan and support Feuillet instead.
  • Hypocrite:
    • Due to Sentelio's failure to promote Hiroto during the debate because of his nervousness, which leads to Torlan's victory in the Steward debate, Feuillet mocks
    • Excelis has some shades of that too due to her support for the implementation of uniformed Development Order in order to keep Salabria's population growth under control, or so she thought. Both Polowa and even Hiroto call out
  • Laser-Guided Karma: Due to his involvement in manipulating the wheat price, Kazem eventually got berated by both Polowa and especially
  • Mêlée à Trois: The three-way dance election between Feuillet and Excelis and Hiroto.
  • Oh, Crap!:
    • Hiroto has this reaction when he realizes that he has fallen into Feuillet's trap for rejecting Kazm's offer to trade Mimia for Salabria wheat with less expensive prices. And this is after hearing one warning from Primaria Merchant.
    • Excelis has this reaction after she learns from her merchant's letter that Hiroto will not going to support her due to her implementing her uniformed Development Order.
    • Feuillet suffers a lot of this throughout the entire book whenever things doesn't go to his way.
      • First, he visits Solum Alliance cities during his campaign trip where he assumes that he can convince all the lords over there to support him with his lucrative offer, only to back off when the lords demand him to exempt their town from his uniformed Development Order-something he reluctant to do as he will lose 3 of his supporters if he complies. Things only get worse for the guy when he accidentally discovers a now improved Solum where humans and Other Species coexist together.
      • Then, his reaction to Rudin's vote for Hiroto in the last minit and his fellow lord's same question about making Lusa an exemption from his Development Order, though in his case allowing Lusa to continue the Air Mail. Clearly, Feuillet is not happy to hear it but he forces to swallow his loss when Rudin isn't afraid by even his threat.
      • Third, the debate. Whatever argument Feuillet trying to make during that debate ends up getting rebuffed by Hiroto in every turn. He gets a ''massive one'' when Hiroto brings up Kazm's wheat monopoly—the very trap Feuillet gave to Hiroto before the election—as his talking point to counter Feuillet's argument about the boy's "bias" against humans for Other Species, effectively rendering him speechless. By the time the judges stops the debate via time out, Feuillet is running out of ideas for his rebuttal against Hiroto.
  • Only in It for the Money: The reason why Secondaria Alliance and the 4 South Salabria castle lords support for Feuillet so they can get profits from the uniformed Development Order-something disgusts even Excelis especially after visiting Solum for the first time.
  • Reasonable Authority Figure: Polowa, the soon-to-be retired governor, is one of few people who acknowledge the importance of the Ibrid System as well as the vmapires. At one point, he advises Excelis to visit Solum in order to widen her perspective beyond Primaria.
  • Self-Sacrifice Scheme: Mimia tries leave Hiroto for Kazm if it means helping Hiroto to get a reasonable wheat price, only to be stopped by Sorceire who tells her that her leaving Hiroto is actually part of Feuillet's scheme to break his young rival.
  • Token Good Teammate: Despite being one of Feuillet's supporters, Rudin the Lord of Lusa is the only castle lord from Secondaria Alliance who isn't a dick to Hiroto during his campaign trip.
  • Unwitting Instigator of Doom: Glinka Lord's vote for Feuillet. While this is part of Feuillet's plot as desperation to stop Hiroto from getting more vote, it ironically causes Rudin to vote for Hiroto. Why? Apparently, he is so disgusted by Glinka Lord's greed that he even suspect that Feuillet isn't a type of guy who keep his words.
  • Smug Snake: Plenty, including Feuillet himself whose schemes to humiliate Hiroto for a second time.
    • Kazm the merchant for trying to force Hiroto to trade Mimia for a reasonable wheat price, to which Hiroto understandably refuses and even shoo him out. Even so, he continues his smug by saying that the young lord will "regret" for "missing" his chance to maintain stability.
    • 4 South Salabria castle lords (especially Glinka Lord) who instantly abandon Excelis for Feuillet when the former remain indecisive even after she declare her support for the uniformed Development Order.
  • Underestimating Badassery: Feuillet, as well as Excelis or other castle lords, assume that Hiroto will not win the election can't win the election simply because he is a newcomer without any fame or wealth to back up him. Hiroto's performance during the debate proves his skeptics wrong.
  • What You Are in the Dark: Excelis is nearly become this for enacting her own uniformed Development Order just to keep the 4 South Salabria castle lords' support. Not only it doesn't worked when the said lords ditched her for Feuillet anyways, even her fellow elves shuns her for that dastard decision. It takes her first visit of Solum make her realize her mistake.
