When Dale chafes against the new law banning smoking in cafes and restaurants and is cheered on for refusing to stop smoking in a cafe, he decides to become the rebellious "Smoking Bandit" when Joseph, whose respect toward Dale has decreased greatly, thinks the Smoking Bandit is cool. At the same time, Peggy, not knowing the Bandit's real identity, tries to catch him in the act to get more material for a scoop she's writing on him in the Arlen Bystander.
