At long last, the final round of the "5-Round Workplace Competition" between Hiden Intelligence and ZAIA Enterprise has arrived! With a referendum on whether or not to implement the creation of a HumaGear automated city on the table, the result of this round of the competition will decide the victor between the pro-HumaGear company, Hiden Intelligence, against the anti-HumaGear company, ZAIA Enterprise! The final round involves a persuasive speech to the public! ZAIA Enterprise has sent forward a politician who opposes HumaGears, whereas Hiden Intelligence is unable to send up their own Politician-Type HumaGear, for a politician elected by humans cannot end up being a non-human HumaGear! However, Hiden Intelligence has chosen a suitable HumaGear designed to promote the HumaGear Automated City to its highest capacity, the Rapper-Type HumaGear, MC Check It Out!

  • Broken Aesop: The episode attempts to have a message against political corruption, through having Yuto accept money from ZAIA, but fails to portray the issue correctly. While Yuto keeps his donations from ZAIA under wraps, he isn't ever shown to be changing his policy positions based on the money he receives from them; the reason ZAIA is donating to him is because of his public anti-Humagear position, which is shown to be popular among his constituents, and the points he makes in favor of his position are proven right when MC Check It Out willingly turns violent and starts attacking people.
  • Call-Back:
  • Cassandra Truth: When Fuwa accuses Gai of helping Metsuboujinrai.NET by giving them the RaidRisers, he accuses Fuwa back of being responsible for Horobi's escape as a result of Metsuboujinrai.NET controlling him through the A.I chip in his brain that enables him to use the ShotRiser. Naturally, he doesn't buy it until Jin confirms in the end of the episode that's what they did.
  • Closest Thing We Got: As the above shows, since an elected politician can't be a Humagear by law, Hiden has to rely on a Rapper-Type Humagear for the 5th round instead.
  • Convicted by Public Opinion: Amatsu has finally swayed the public opinion in his favor to the fullest and noone believes Aruto that he is not the bad guy, so this is the end of the episode for him.
  • Curb Stomp Cushion: Kamen Rider Horobi dominates his fight against Thouser, perfectly countering his attacks and bypassing his defenses, but unfortunately since its Thouser, he's unable to inflict lasting damage to him, but its enough to ward him off from attacking Vulcan.
  • Darkest Hour: This episode isn't kind enough for Aruto, as the people turned on him after Thouser convinced the people that HumaGears are a threat to humanity all thanks to MC Check It Out's actions.
  • Foreshadowing: Silhouette of Rampage Vulcan and the creation of Rampage Gatling Progrise Key can be seen for Vulcan's Super Mode appearance.
  • Rain of Arrows: Horobi pulls this off against Thouser as his opening move, forcing Thouser to use Flying Falcon's power to evade the assault.
  • Rule of Symbolism: It's appropriate that the last match between the pro-Humagear Hiden Intelligence and the anti-Humagear ZAIA Enterprise is essentially convincing the public to either support or condemn a second attempt at Daybreak Town.
  • This Cannot Be!: When Isamu finds out that he can be controlled through a chip in his brain and was used by Metsubojinrai.net because of that, he breaks down and mutters that he is human and can't be hacked.
  • Violence is the Only Option: MC Check It Out reaches this conclusion in the television debate and things go only downhill from there.
    • Violence Is Not an Option: Stopping Gai Amatsu requires oh so much more than just punching him out. Actually, that only made things worse at every point as it further convinced the public to believe him over Aruto. As of #28, he has both the media and public on his side.
  • Wham Episode: Gai reveals that the A.I.M.S. ShotRiser users had microchips surgically installed into their brains in order to use its powers, essentially making Isamu and Yua his lab rats. Later on Jin reveals he made use of Isamu's brain chip to hack into him from there to adopt the Naki persona to assist with Horobi's escape, making him a Manchurian Agent this whole time.
  • Wham Line: Gai delivered a very sinister line about Fuwa with Yua:
Gai: We'll turn that stray dog into our pet dog.
  • Wham Shot: Though Gai was egging him on by kicking the Zetsumeriser towards him, it comes as a massive shock to see MC Check It Out, once presented with a Zetsumeriser, pick it up and activate it without ever being hacked, forced, or (overtly) pressured into using it - effectively vindicating Gai's views from an objective standpoint by proving HumaGears can have a violent, unsafe side.
    • Jin shows Fuwa the hooded figure's face. It was Isamu himself.
