Suleiman's plan goes into motion as Jack and Greer work to avert a disaster.

Tropes:

  • Air-Vent Passageway: Variation. Sulemain's plan is to access the hospital where the President is being treated by causing a disaster and entering disguised as paramedics. Once there, they plan to use the air vents to distribute Cesium-137 throughout the building.
  • Bilingual Bonus: The title, "Inshallah," means "If God wills it," in Arabic.
  • Call-Back: Once again, Sulemain's plan involves using materials smuggled in a corpse.
  • "Eureka!" Moment: As he and Greer drive to the bombed restaurant, Jack sees ambulances going the other way and asks which hospital they're going to. When Greer tells him, Jack realises it's the same hospital the President is in, leading him to realise that Sulemain's plan is to get the President into that hospital by infecting his friend, then using the bombing to sneak in and disperse the Cesium-137.
  • Foreshadowing: While considering possible targets for a dirty bomb, someone mentions that the Nationals are playing. Later, a crowd of Nationals fans make things difficult while Jack pursues Sulemain.
  • Good Scars, Evil Scars: Now she knows how he got them, Cathy quite likes Jack's scars.
    Cathy: And for the record, I think your scars are kind of badass.
    Jack: You should hear my fake stories about how I got them in the State Department.
  • Guile Hero: Trying to track Sulemain through a crowd of Nats fans, Jack shouts "I have your son!" in Arabic, making Sulemain freeze, then fires his gun into the air, making everyone else duck and leaving Sulemain exposed for Jack to shoot him.
  • Hourglass Plot: A minor one between Jack and Greer. Previous episodes established Greer as a cynic and Jack as an idealist, but when they drop off Samir with his mother it's Jack who has doubts about his future.
    James Greer: You saved that kid's life.
    Jack Ryan: We'll see.
  • It's All My Fault: Jack tells Cathy about the helicopter crash that got him discharged from the Marines. They were evacuating a family marked for death, and a street kid Jack knew a little asked to come too, claiming he was an orphan with no better prospects. Once on the helicopter, he produced a grenade and detonated it, killing himself and everyone on the helicopter besides Jack, who blames himself for letting him on board.
  • Kill and Replace: Two paramedics are murdered for their uniforms and ambulance so Sulemain can gain entry to the hospital.
  • Mythology Gag:
    • Executive Orders also deals with an Ebola outbreak in Washington.
    • The terrorists smuggle the Cesium-137 needed for their dirty bomb through the port of Baltimore, the same city a nuclear weapon was smuggled through (and ultimately detonated in) in The Sum of All Fears.
  • Screw the Rules, I'm Doing What's Right!: When the hospital is threatened with a dirty bomb, Cathy is told by a Secret Service agent that evacuating the patients will have to wait until the President has been evacuated. As soon as his back is turned, she pulls the fire alarm.
  • What Happened to the Mouse?: Averted. One member of Sulemain's cell appears to get away scott free, but the final scene shows Matice tracking him to his apartment and shooting him dead.
